Notice On Matters Related To Identification Codes Of Financial Institutions In The Internet Verification Of Export Collection And Settlement

The branches of the State Administration of foreign exchange, provinces and autonomous regions, and foreign exchange management departments, the branches of China, foreign exchange and designated banks.
According to the notice of the General Administration of Customs of the Ministry of Commerce of the State Administration of foreign exchange on Issuing the "Internet verification method for export collection and collection of foreign exchange" (No. 2008 [29]), the bank should check the system with its own operator IC card to verify the system. At the same time, only after having the identification code of the financial institution, the bank can apply for the operator IC card to the local electronic port business card sub center. In order to cooperate with the implementation of the Internet connection verification for export collection, we hereby notify the relevant items of the identification codes of financial institutions as follows:
1. Banks that have already applied for financial institutions identification codes handle IC cards.
Where a bank that has applied for financial institution identification code receives the IC card at the local electronic port business card sub center of the locality, if the Chinese electronic port business card sub center of the locality does not have the financial institution identification code of the bank, then the bank should go to the international revenue and expenditure Department of the local branch of the foreign exchange bureau to inquire about the status of the code, and the foreign exchange bureau's balance of payments business personnel shall log on to the new version of the international balance of payments statistical monitoring system (hereinafter referred to as the new version system) for enquiry, and take the following treatment as the case requires:
(1) if the local foreign exchange bureau has entered the relevant information of the bank's financial institutions and other related information into the new version system, it should further verify the basic information of the financial institutions of the bank, modify the error information, and inform the bank that it can apply for the IC card to the local electronic port business card sub center of the place where it is located 5 days later.
(two) if the local foreign exchange bureau fails to input the relevant information of the bank financial institutions and other related information into the new version system, it should input the basic information table of the financial institutions of the bank into the new system on the same day, print the basic information of the financial institutions, and fax them to the international receipts and Payments Division (010 - 68519211) of the State Administration of foreign exchange, and inform the bank that 5 days after that, it can apply for the IC card to the local China electronic port business card sub center.
Two. Banks that have not applied for financial institutions' identification codes handle IC cards.
The banks that have not applied for the identification codes of financial institutions shall apply for the identification codes of financial institutions in accordance with the relevant provisions of the "Regulations on the declaration of international balance of payments statistics by financial institutions (Trial Implementation)" (see Annex three of remittance [2006] 57) issued by the state Administration of foreign exchange on the new version of the international balance of payments statistical monitoring system. The balance of payments Department of the local foreign exchange bureau shall compile the identification code of the financial institutions according to the operational procedures for reporting the balance of payments statistics through the financial institutions, and record the basic situation of the financial institutions of the bank in the new system on the date of issuance, and print the table of the basic situation of the financial institutions to the international balance of Payments Division (010 - 68519211) of the State Administration of foreign exchange. At the same time, it is informed that the bank can apply for the IC card to the local electronic port business card sub center of the place where it is available 5 days later.
Three. The branch of international payments should draw up the identification codes of financial institutions in accordance with the relevant provisions of the financial institutions' procedures for the reporting of international balance of payments statistics (Trial Implementation), so as to ensure that only one financial institution's identification code can be assigned to the same financial institutions, and no duplication can be repeated.
Four, the State Administration of foreign exchange (FSB) will provide it to China electronic port within 3 working days after receipt of changes in the identification code of financial institutions, so as to facilitate banks to receive IC cards at the China electronic port business card sub center.
Five, after receiving this notice, the sub bureaus should promptly transmit to the central sub branches, branches and banks within their jurisdiction.
