Article 1 is based on the Customs Law of the People's Republic of China and other relevant matters.

The second "customs clearance" referred to in this Regulation refers to the general declaration of entry and exit passengers declaring to the customs, customs inspection of baggage items in accordance with the law, taxation or exemption of entry and exit goods, or other relevant regulatory procedures.


The term "Declaration" referred to in these Provisions refers to

In order to fulfill the obligations stipulated in the customs laws and regulations of the People's Republic of China, a written declaration is made to the customs according to the actual situation of the baggage articles carried and carried into and out of the country.


Third, when the customs entry and exit customs clearance procedures for customs declarations are in accordance with the regulations, the customs declaration declaration for entry and exit passenger baggage items of the People's Republic of China customs shall be submitted to customs before the declaration desk or other declaration documents specified by the customs.

When fifth passengers declare to the customs, they should take the initiative to produce their valid entry and exit travel documents and identity documents, and submit certificates, business documents and other necessary documents issued by the competent authorities of the People's Republic of China for the entry and exit of the relevant articles.


Sixth copies of customs declaration forms or special declaration documents which are processed by customs and signed by travellers shall be kept properly within the validity period or within the time limit for customs supervision. They shall be presented to the customs when they apply for the extraction, separation and pportation of luggage or purchase of duty-free foreign exchange commodities or other related formalities.


The seventh is in the customs supervision place, the Customs set up a special application desk in the channel for passengers to handle the declaration procedures for entry and exit articles.


Customs supervision places approved by the General Administration of Customs of People's Republic of China for the implementation of two channel system shall be set up by customs through "Declaration" channels (also known as "red passages") and "no declaration" passages (also known as "green passageways") for inbound and outbound passengers in accordance with this regulation.


Eighth the following incoming passengers should declare to the customs and submit the declaration documents to the Customs for entry procedures.


(1) carrying second, third, fourth categories of goods (excluding cigarettes and drinks within the tax exemption limit), which are subject to customs duty or limited tax exemption.


(two) non resident travellers and residents who have re entry visas to the country (region) have to travel more than one camera, portable recorder, compact video camera, portable video recorder and portable word processor.


(three) carrying RMB 6000 yuan or more than 50 grams of gold and silver and its products;


(four) non resident passengers who carry foreign currency notes in excess of US $5000 or more;


(five) residents who carry foreign currencies in excess of US $1000 or more;


(six) carrying goods, goods and carrying goods beyond the scope of personal luggage for passengers;


(seven) animals, plants and their products controlled by the Chinese quarantine regulations, as well as other articles that need to be checked and released.


Ninth the following outbound passengers should declare to the customs and submit the declaration documents to the Customs for exit procedures.


(1) carrying a camera, portable recorder, compact video camera, portable video recorder, portable word processor and other traveling personal articles that need to be brought in;


(two) those who do not take the temporary duty free articles brought or carried into the original articles of the outbound articles have not gone through the customs formalities;


(three) foreign currency, gold and silver and their products have not obtained the relevant certificate of exit permit or exceeded the declared amount of entry.


(four) carrying RMB RMB 6000 yuan or more;


(five) persons carrying cultural relics;


(six) carrying goods and goods samples;


(seven) carrying outbound articles exceeds the limits, limits or other restrictions specified by the customs.


(eight) animals, plants and their products controlled by the Chinese quarantine regulations, as well as other articles that need to be checked and released.


Tenth in the implementation of the double track system of customs supervision sites, the provisions of the eighth and ninth listed passengers should choose "Declaration" channel clearance.


Eleventh passengers who do not know the customs regulations or do not know how to choose passageways should choose the "Declaration" channel and apply for customs declaration procedures.


Twelfth passengers other than the eighth, ninth, and eleventh listed passengers can not go through customs declarations to the customs.

In the supervision place of dual channel system, customs can choose "no declaration" channel to enter or exit.


Thirteenth other inbound and outbound non resident travellers who hold diplomatic and courtesy visas granted by the competent authorities of the People's Republic of China government and other customs passengers who give exemption from inspection shall show their passports (or other valid entry and exit documents) and identity documents to the Customs at the time of customs clearance.


Fourteenth passengers entering and leaving the country shall abide by these provisions and other supplementary provisions formulated and promulgated by the Customs for the implementation of these Provisions authorized by the General Administration of Customs of the People's Republic of China.


If fifteenth passengers carry goods and goods into and out of the country without declaration to the customs, and the passengers listed in the eighth, ninth and eleventh provisions of this regulation fail to choose the clearance through the regulations, the customs shall handle the relevant provisions in accordance with the relevant provisions of the Customs Law of the People's Republic of China and the detailed rules for the administrative penalties of the Customs Law of the People's Republic of China.


The sixteenth provision has been implemented since January 1, 1996.

Category I goods:


Clothing, clothing, shoes, hats, arts and crafts, and other daily necessities of RMB 500 yuan (including 500 yuan).


The second category:


Tobacco products, alcoholic beverages


The third category:


It is worth more than RMB 1000 yuan, 5000 yuan (including 5000 yuan) of daily necessities.


The fourth category:


It is worth more than RMB 500 yuan, 1000 yuan (including 1000 yuan) of daily necessities.


Note: 1. The value of the imported articles referred to in this table is based on the customs value approved by the customs. The value of the outbound articles is based on the price listed in the domestic legal commercial invoice.


2. The specific levy and exemption limit for the entry and exit of all items listed in this table shall be separately stipulated by the General Administration of Customs of People's Republic of China.


3. Articles exceeding the highest limit specified in this table are not considered baggage items, except otherwise provided.
