Washington State Announced The Final Rule That Children'S Products Containing Highly Concerned Chemicals Must Be Reported To The Ministry Of Ecological Management.

Washington State Final Rule Child Product Chemicals Ecology Management Department

Recently, the Ministry of ecology in Washington issued a final rule. According to the Washington children's safety products act, children's products manufacturers such as toys, cosmetics and jewellery must report to the ecosystem department after they have used specific highly concerned chemicals, so as to fill up the data of existing vacancies for institutions and consumers.

The final rule contains 66 highly concerned substances, including formaldehyde, bisphenol A, cadmium and various ortho benzene two formate substances.

The reporting system will be implemented in a few years on the basis of the use of chemicals and the scale of manufacturers. The first manufacturer's reporting system will be implemented in August 2012.



The manufacturer will ask the ecosystem department to report every concern that may be added to the product on the basis of the annual benchmark.

The amount of usage.

The dosage is higher than the minimum concentration, and can be detected within the specified limits. It has the characteristics of precision, representativeness, integrity and so on under the conventional laboratory operation conditions (Practical quantification limit (PQL)).

If the content of highly concerned chemicals in product parts is higher than 100ppm, manufacturers must inform the environmental protection department.

The contents of the report include: (I) chemical name and chemical CAS registration number; (II) product category or type; (III) which category of product composition or component; (IV) a brief description of the chemical function; (V) the total chemical content contained in each component of each product category (can be expressed as follows: greater than or equal to PQL less than 100ppm, greater than or equal to PQL less than 500ppm, greater than or equal to less than 500ppm, greater than or equal to less than II, greater than or equal to less than, or greater than or equal to); (c) the name and address of the producer or trade organization that releases the report, the name, address and telephone of the contact; and (c) manufacturer information related to the rational use of the product.

In addition, the reporting party will not be required to provide any detailed formulation information and the detailed names and addresses of the chemicals used in children's products or components.



According to the regulations, the reporting system will depend on the use and use of chemicals.

Manufacturer

The scale will take effect within one to seven years after the final law comes into effect.

As a general rule, large manufacturers will require information about first class chemicals (such as chemicals that may be placed in infants' mouth or in vivo or in contact with the mouth for children's products under the age of 3 and below) after one year's effective implementation.

The target for the subsequent implementation is two class products (children's products that may be directly exposed to children's skin for more than an hour, such as clothing, jewelry and bedding) and grade three products (children's products that are directly exposed to children's skin for less than an hour, including toys).

The fourth level of products that are required to report (which do not directly contact children's skin and mouth under reasonable and predictable use, including the components inside children's products) are not required according to the analysis and assessment by the ecosystem department.
