It is urgent to establish a device management system covering the whole life cycle of equipment, and guide enterprises to better manage equipment, improve equipment management level, improve the operation efficiency of equipment assets, and enhance the competitiveness of enterprise equipment management. "Looking back on the history of equipment management in China, from July 28, 1987, the State Council promulgated the" list of equipment management for industrial transport enterprises owned by the whole people ", and issued the" equipment management system for textile industrial enterprises "issued by the Ministry of industry and information technology in August 22, 1988. The Ministry of industry and information technology issued the notice on Further Strengthening the management of textile enterprises. Although all equipment management work has been standardized and guided, there are no similar management standards up to now. Therefore, the formulation of the guidelines is the first equipment management standard since the establishment of the China Textile Industry Association, and will also achieve a breakthrough in the standard of production management in China's textile industry. According to Wang Yuqi, the Ministry of industry of the China Textile Industry Federation is responsible for organizing the compilation of the guidelines. Since March 2016, it has proposed the compilation of the guidelines, the reporting group standards, the editorial board of the guidelines, the principles and framework for the compilation, the expert seminar, the draft and the draft of the guidelines, and the draft of the guidelines to the manuscript. The evaluation requirements put forward quantitative indicators and qualitative requirements for the construction of equipment management system, highlighting the evaluation essentials of digitalization, informatization, intellectualization and knowledge management, and the evaluation results are represented by "management maturity", so as to facilitate the horizontal benchmarking of enterprises in the industry.

The equipment management and control system established by the standard, the evaluation of key elements and operation performance indicators of equipment management system are clear, and the requirements for evaluation of management elements are clearly stated. The relevant technology and management contents are reasonable, and the operability is strong, and the overall level reaches the international advanced level. The formulation of this standard will provide an important leading and exemplary role in promoting the high quality development of textile manufacturing and improving the management level of textile equipment.
